The first regulations aiming at the elimination of architectural barriers
When, unfortunately, architectural barriers are present that prevent an individual from moving around easily, action can be taken to try to resolve this situation. This is stated by the Ministry of Public Works through a circular in which the application of Law 13 of January 9, 1989 is explained:
''Where it is not materially or legally possible to carry out the works of alteration of the property, grants may also be made for the purchase of movable property which, by functional characteristics, are strictly suitable for the achievement of the same purposes.''
Then on February 5, 1992, Law 104 was enacted, which has within it a number of references to the obligation ofeliminating architectural barriers and provides for the assistance, social integration and rights of handicapped persons. On July 24, 1996, on the other hand, Presidential Decree 503 was enacted, which sees within it regulations for theelimination of architectural barriers in public buildings, spaces and services.
Precisely for this reason, ramps (fixed or movable), stair lifts (fixed, platform, chair lift, ceiling elevator), platform elevators , and elevators can be installed.
The Mobile Stairlift is the most suitable means for totally non-ambulatory individuals living in buildings without elevators
However, when it is not possible to install any of these technologies or when the steps are distributed in different places, the decision can be made to use a mobile stairlift. Unlike the other solutions described, with economic contribution related by Law 13, mobile stairlifts are provided for by the Tariff Nomenclator, which highlights its great importance. This is a regulation specifically for stairlifts for the disabled.
The latter, in fact, recites that the mobile stairlift:
''is indicated for totally non-ambulatory persons habitually residing in buildings without a suitable elevator, served by stairs not surmountable by the installation of a ramp as referred to in the Ministerial Decree of Public Works August 14, 1989, or for overcoming architectural barriers inside the dwelling. The social survey must attest to the absolute unavailability of such a device.''
